What the buyer is asking for
The Authority has a need for assurance vetting of Ocean Tankers under contract to the Authority, either directly, or obtained by fuel Suppliers for delivery to the Authority’s sites under the Authority’s fuel supply contracts. The Authority has two ships on long term charter, which provide the majority of the Authority’s fuel transport requirement. These ships will require annual TMSA. The Authority also takes some fuel consignments under Delivery Duty Paid (DDP) conditions. Under DDP, the supplier of the fuel is responsible for delivery, which normally involves that company chartering a ship on the spot market. The Authority therefore requires an expert provider of vessel risk evaluation services to provide a vetting service. How to bid
Suppliers wishing to participate in this tender will need to be registered on the Defence Sourcing Portal (DSP), which is the Ministry of Defence’s e-sourcing platform for accessing tender opportunities and submitting responses. Suppliers who are not already registered should complete the registration process via the Defence Sourcing Portal: https://contracts.mod.uk/. Once registered, the tender documentation can be accessed and a response submitted using the following link: https://contracts.mod.uk/go/2669811501A0B52130A3 Suppliers already registered on the DSP do not need to register again and can access the tender directly using the link above and their existing login details. All Clarification Questions must be submitted to the Authority via the messaging function within the tender event on the Defence Sourcing Portal. The Authority will automatically copy clarification questions and answers to all Tenderers, removing the names of those who have raised the clarification questions. If you wish the Authority to treat the clarification as confidential and not issue the response to all Tenderers, you must state this when submitting the clarification question and provide justification. If in the opinion of the Authority, the clarification is not confidential, the Authority will inform the Tenderer, who will have an opportunity to withdraw the question. If the clarification question is not withdrawn, the response will be issued to all Tenderers.
