How this is scored
Published by the buyer. A winning response is written to these weightings, not to the question.
- qualityStage 1 – Qualification Questions (PSQ Stage)Bidders must achieve a PASS mark for all PASS/FAIL questions in order to be deemed compliant in the Qualification stage. Failure of any of the questions may result in a Bidder’s Tender not being evaluated further, past the point of failure. A benchmark score of 65.00% or higher is required for the weighted questions within the Question Set in order to be deemed compliant. Where applicable consensus of evaluators will be held, in order to establish an agreed score for responses. Failure of any of the questions may result in a Bidder’s Tender not being evaluated further, past the point of failure. The eight (8) highest ranked Bidders in descending order will proceed to Stage 2 (ITT Stage).
- qualityStage 2 – (ITT Stage) Technical Envelope Weighted Questions & Tender Sample EvaluationIt is currently anticipated that the shortlisted Bidders will be invited to bid for Stage 2 of the procurement process. Bidders who have successfully passed Stage 1 will progress to Stage 2. A benchmark score of 74.00% or higher is required for the weighted questions within the Question Set in order to be deemed compliant. For a Bidder to be compliant at this Stage 2, the Bidder must score a minimum of 74.00% for the Weighted Questions and must also achieve an overall PASS for the Technical Sample Evaluation. Where applicable consensus of evaluators will be held, in order to establish an agreed score for responses. Failure of any of the questions may result in a Bidder’s Tender not being evaluated further, past the point of failure. Commercial Submissions shall be revealed and reviewed at Stage 2 (for information only), but no evaluation of the Commercial Envelope will take place until Stage 5. The four (4) highest ranked Bidders in descending order will proceed to Stage 3 (Structured Dialogues).
- qualityStage 3 – Structured DialoguesBidders that proceed to this Stage 3 are invited to discuss their tender responses provided in Stage 2 with Team Leidos in a structured conversation, in line with Annex E to the ITB. Annex E will be issued by LSL prior to Stage 3 to reflect the governance requirements as they relate to the Stage 3 discussions. LSL reserves the right to request that Bidders provide a presentation during this Stage 3. In the event of such a request, any presentation shall be based on the Annex F.3 – Case Study 3. This case study has therefore been issued at this stage for information only and in the interests of full transparency. The presentation itself will not be scored if it is requested during Stage 3 although LSL reserves the right to formalise a Case Study 3 response by including it within the Stage 4 Best and Final Offer Technical Envelope response requirements. Should LSL look to follow this approach, further details will be provided prior to the commencement of Stage 4. As a result, as an outcome of this Stage 3, LSL reserves the right, in line with Section 31 of the PA 2023, to refine the Technical Envelope Weighted Questions (and corresponding evaluation criteria and/or their weightings) prior to any requests for Best and Final Tenders as part of Stage 4 of the procurement process. All such refinements and/or amendments will be introduced strictly in accordance with the PA 2023. Stage 3 does not include a further down-selection stage therefore unless prevented from proceeding further in the procurement process for other compliance related reasons, all 4 Bidders will be taken forward to Best and Final Offer stage.
- qualityStage 4 – Best and Final OfferAt this Stage, Bidder’s will be invited to submit final responses to the Technical Envelope Weighted Questions (originally submitted at Stage 2). LSL will formally make the request which will include any refinements/adjustments to the final response requirements to reflect the outcome of the Structured Dialogues. A benchmark score of 74.00% or higher is required for the weighted questions within the Question Set in order to be deemed compliant. At Stage 4, Bidders shall have the opportunity to re-submit their Commercial Envelope response (also initially provided within their Stage 2 response). Where applicable consensus of evaluators will be held, in order to establish an agreed score for responses. Failure of any of the questions may result in a Bidder’s Tender not being evaluated further, past the point of failure. Stage 4 does not include a further down-selection stage.
- qualityStage 5 – Commercial Envelope and Most Advantageous Tender (MAT) EvaluationBidders MUST bid for all items within Schedule B - Schedule of Requirements, in order to be deemed compliant. For evaluation, each Bidder’s unit prices for each item submitted for Contract Year 1 will be multiplied by the corresponding Estimated Annual Quantities, provided by Team Leidos to calculate the Total Tender Value. Bidders are required to populate the Commercial Model in Annex G. Bidders should refer to Annex G.1 in-conjunction with their completion of Annex G. Annex G shall be evaluated by Team Leidos as part of the Commercial Envelope Evaluation and subsequent MAT Evaluation, Each Bidder’s scores from Stages 4 and 5 will then be combined to calculate the overall MAT score and identify the successful Bidder, as explained in Section D. The successful Bidder is deemed as the Bidder ranked first in descending order, at the conclusion of this Stage 5.
