Team Leidos are proud to be delivering the logistics commodities and services transformation (LCS(T)) Delivery partner contracts (LCS (T)/0001 dated 16.4.2015) on behalf of the UK Ministry of Defence (MoD) (the ‘Prime Contract’). Delivery of other parts of the LCS(T) contract are delivered by Leidos Europe Ltd (LEL) and other partners (together ‘Team Leidos’). This requirement is subject to the Public Procurement Regulations and respective advertising action. The Defence Clothing Team, which forms part of Leidos Supply Ltd. is considering the potential requirement for the The Supply of On Water Clothing and Equipment on behalf of the UK MoD. Please note that this tender opportunity is a relaunch of a previously published procurement that was subsequently suspended. Pre-market engagement (PME) activity was conducted in relation to the original procurement and remains relevant to this requirement. The total estimated value for this Framework Agreement will be between £30000000 and £74000000, with a total length of 5 Years. • qualityQualification StageBidders must achieve a PASS mark for all PASS/FAIL questions in order to be deemed compliant in the Qualification stage. Failure of any of the questions may result in a Bidder’s Tender not being evaluated further, past the point of failure.
• qualityTechnical StageStage 2 – Technical Envelope Evaluation Only Bidders that successfully satisfy the requirements of the Qualification Envelope will proceed to the Technical Envelope Evaluation. Responses to the weighted technical questions will be evaluated in accordance with the published Marking Matrix. Bidders must achieve a minimum weighted score of 70% across the Technical Envelope evaluation.Where applicable consensus of evaluators will be held, in order to establish an agreed score for response Technical Sample Evaluation As part of the Technical Envelope Evaluation, Bidders will be required to submit technical samples for assessment against the criteria set out in Annex B (Marking Matrices) to the Instructions to Bidders (ITB) document. Bidders must achieve a score of 100% against all mandatory sample assessment criteria in order to be deemed compliant and progress to the next stage. Stage 3 – User Assessment Panel (UAP) Bidders progressing to the User Assessment Panel (UAP) stage will be evaluated in accordance with the applicable UAP Directive contained within Annex C.1 (Lot 1), Annex C.2 (Lot 2), Annex C.3 (Lot 3) and Annex C.4 (Lot 4) to the ITB. To progress, Bidders must: Achieve an overall score of 70% or greater in the UAP assessment; and Be ranked within the top four (4) highest scoring Tender Solution Samples for the relevant Lot. Only those Bidders meeting both requirements will progress to the Full User Trial stage. Stage 4 – Full User Trial (FUT) Bidders progressing to the Full User Trial (FUT) stage will be evaluated in accordance with the applicable FUT Directive contained within Annex C.5 (Lot 1), Annex C.6 (Lot 2), Annex C.7 (Lot 3) and Annex C.8 (Lot 4) to the ITT. To remain compliant, Bidders must achieve an overall score of 70% or greater in the FUT assessment. Failure of any of the questions at each stage may result in a Bidder’s Tender not being evaluated further, past the point of failure.
• priceCommercial StageThe submitted prices of any Bidders whose bids have passed all the previous phases will be assessed. Leidos Supply Limited (LSL) intends to award a minimum of one Agreement per lot for this requirement.
