What the buyer is asking for

The Framework is being established to provide access to specialist technical services across The Crown Estate's diverse UK portfolio. It is intended to support the delivery of portfolio strategies, operational priorities and strategic objectives by providing access to specialist expertise, independent advice and additional capacity. The Framework will support specific portfolio initiatives, projects and wider business requirements where additional technical capability is required. To ensure access to sector-specific expertise and specialist market capability, the Technical Services Framework has been divided into the following Lots: • Lot 1 – Minerals • Lot 2 – Telecoms • Lot 3 – Transmission • Lot 4 – Oil & Gas Pipelines • Lot 5 – Coastal • Lot 6 – Marine Infrastructure (excluding Ports) • Lot 7 – Ports and Infrastructure • Lot 8 – Aquaculture • Lot 9 – Nature • Lot 10 – Carbon Capture, Usage and Storage (CCUS) • Lot 11 – New Energies • Lot 12 – Offshore Wind . Lot 13 – Integrated Energy

How this is scored

Published by the buyer. A winning response is written to these weightings, not to the question.

• qualityTechnicalThe quality criteria will account for 80% of the total score. Tender responses will be evaluated in line with the scoring criteria in tender documents. Questions that are labelled “For Information Only” and “Pass/Fail” are not evaluated. Tenderers must provide a full response to the questions contained in the Quality Section on the Tender Portal. Tender responses must comply with the Instructions set out in Section 2 of the ITT document. Any word limits, referred to on the Tender Portal for a question are the maximum number of words applicable to the relevant response. No additional information or supplementary documentation should be appended to these responses. Any additional information provided with a Tender response will be disregarded and will not be scored as part of the evaluation process. Commercial Evaluation The commercial criteria will account for 20% of the total score. The commercial criteria will be evaluated in accordance with the methodology in the ITT documents.
