SUPPLY OF ONE NEW MEDIUM SIZED LOW EMISSION PANEL VAN Lot 1: Plug in Hybrid Electric Vehicle, PHEV Lot 2: Battery Electric Vehicle, BEV Estimated contract value: approximately £45,000 excluding VAT Closing date: 12 noon, Friday 23rd October 2026 Hythe and Dibden Parish Council invites tenders from suitably qualified vehicle suppliers for the supply, first registration and delivery of one new medium sized low emission panel van. The Council is seeking a vehicle broadly equivalent in size and operational capability to a Ford Transit Custom L1 H1. The reference to the Ford Transit Custom is provided solely as an indication of the approximate size and operational characteristics required. Equivalent vehicles from other manufacturers will be considered. The procurement is divided into two Lots: Lot 1: Plug in Hybrid Electric Vehicle, PHEV Lot 2: Battery Electric Vehicle, BEV Suppliers may tender for either Lot or both Lots. The Council intends to purchase one vehicle only and will award either Lot 1 or Lot 2. Required specification The principal requirements include: Medium sized panel van New and previously unregistered Minimum three seats including driver Overall length approximately 5,050 mm Overall height approximately 2,000 mm Loadspace length approximately 2,600 mm or greater Loadspace volume approximately 5.5 m³ or greater Minimum payload 900 kg Side and rear loading access White Moulded load floor liner or equivalent durable protection Ply lining or equivalent durable load compartment protection Tyre repair kit, spare wheel or suitable manufacturer equivalent PHEV vehicles must have a manufacturer's published electric only range of at least 30 miles. BEV vehicles must be capable of AC charging and DC rapid charging. Full mandatory and evaluation requirements are contained in the tender pack. Operational and charging requirements The Council's operational requirements mean that full overnight charging cannot be routinely relied upon. The vehicle is expected to spend an average of approximately two hours per working day at the Council's workshop, where electric vehicle charging facilities are available. The Council is prepared to consider an upgrade or replacement of the existing charging facility where reasonably necessary for the vehicle offered. Tenderers must provide details of the charging requirements for their proposed vehicle and identify and price any recommended charging equipment or upgrade. Price and evaluation The estimated contract value is approximately £45,000 excluding VAT. The tendered price must include all costs associated with supply and first registration, including the first registration fee and Vehicle Excise Duty where applicable. VAT must be identified separately. Tenders will be evaluated on the basis of: Five Year Whole Life Cost: 45% Operational Suitability and Specification: 30% Delivery Commitment: 15% Warranty, Servicing and Aftersales Support: 10% Full details of the evaluation methodology are contained in the tender pack. Part exchange The Council owns a Nissan NV300, registration HG21 LBU, which it will consider in part exchange. Suppliers may arrange to inspect the vehicle before submitting a part exchange valuation. The Council reserves the right not to accept a part exchange offer and to dispose of the existing vehicle separately. Delivery and timetable The Council requires the new vehicle to be supplied, registered and available for possession no later than 31st January 2027. Tenders will be considered by the Council on Thursday 5th November 2026, with notification and contract award intended during the week commencing Monday 9th November 2026, subject to completion of the procurement process. 14. INSTRUCTIONS FOR TENDERING I. Confidentiality Tenderers shall treat the details and contents of this tender document as private and confidential and shall not disclose them except where reasonably necessary to prepare and submit the tender. Tenderers should note that the Council is subject to statutory requirements concerning procurement transparency, access to information and disclosure. The Council cannot therefore guarantee that information supplied by tenderers will remain confidential where disclosure is required by law. II. Contract award Tenders must be received by 12 noon on Friday 23rd October 2026. Tenders will be presented to the Council on Thursday 5th November 2026. Subject to the Council's decision and completion of the procurement process, the Council intends to notify the successful tenderer and award the contract during the week commencing Monday 9th November 2026. III. Acceptance and costs Hythe and Dibden Parish Council does not bind itself to accept the lowest priced tender or any tender. The Council reserves the right not to proceed with the procurement. No payment will be made for costs or expenses incurred in preparing or submitting a tender. IV. Prices Prices entered in the tender shall remain fixed and valid for this procurement and, if accepted, in accordance with the resulting contract. VII. Timescale All tenders must meet the timescale and delivery requirements in this document. The vehicle must be supplied, registered and available for possession no later than: 31st January 2027. The anticipated delivery date must be stated. VIII. Information to be returned All information requested in the Tenderer's Details, Vehicle Offer and Compliance Schedule, Pricing Schedule, Summary Sheet and other return schedules must be completed and returned. The Summary Sheet must be signed by an authorised person. Failure to provide required information or comply with submission requirements may result in rejection.
