What the buyer is asking for
The requirement is for a Concessionaire to maintain, manage, operate and exploit advertising space at stations within the scope of the concession contract. The scope of the concession opportunity is described in this tender notice and the associated tender documents. It is intended to include advertising space at stations operated by Network Rail and participating Department for Transport Operator (DFTO) train operating companies, recognising that these organisations are expected to transition into Great British Railways (GBR) or a successor structure. Some advertising space will be included from concession contract commencement, with additional advertising space expected to be incorporated during the contract term. The exact timing, volume and sequencing of all additional advertising opportunities is not yet known. The concession contract will therefore include mechanisms to allow further advertising space, including at Network Rail, participating DFTO train operated stations and/or assets that transfer into GBR or any successor organisation, to be incorporated during the life of the contract where appropriate. Network Rail Infrastructure Limited is the Contracting Authority for this Procurement and is conducting the Procurement on its own behalf, Department for Transport Operator Limited (DFTO) Train Operating Companies (TOCS) and on behalf of future DFTO train operating companies (TOCS) to be transferred. The Contracting Authority reserves the right to novate, transfer, amend or otherwise manage the resulting contract to reflect future rail industry reform, including the establishment of Great British Railways (GBR), the transfer of relevant Network Rail and DFTO TOC functions or assets into GBR, or any successor organisation. The estimated value of this concession is based on forecast advertising revenues over the contract term. Due to factors including advertising demand, occupancy levels, future asset onboarding and market conditions, actual revenues may vary. Network Rail estimates that the total concession value is likely to fall within the range of £1.9 billion to £2.2 billion over the contract term.
