Core Services Required Successful providers will be required to deliver the following 4(four) core service elements: • Triage and Immigration Assessment Function • Further Immigration Assessment Casework and Resolution • Legal Aid Escalation • Related Support, Partnership Working and Training Optional services Optional Services are not part of the initially contracted provision. They enable the GLA at its discretion, to commission additional volumes of the Core Services beyond those described in the Specification. The Greater London Authority (GLA) gives no guarantee as to the volume, value or timing of any Optional Services. Optional Services can be activated by the GLA by variation to the contract, subject to operational need, funding availability, satisfactory Supplier performance and any other applicable contractual requirements. Contract Duration and Value The procurement comprises five geographical Lots. Service deliver is expected to commence in July 2027. Lots 1 to 4 will each have an initial term of two (2) years, with a discretionary option to extend for up to a further four (4) years. Lot 5 will have an initial term of one (1) year and nine (9) months, with a discretionary option to extend for up to a further four (4) years and three (3) months. Term options may be invoked, whether in whole or in part, and may be allocated in any configuration comprising full years or fractional periods expressed in months. The maximum contract duration for each Lot, including any extension periods exercised, shall be six (6) years. Any extension will be subject to funding availability, satisfactory performance and the relevant approvals. The estimated aggregate value of the Core Services across all five Lots is approximately £6.1 million excluding VAT for the initial term and approximately £18.5 million excluding VAT over the maximum six-year period, inclusive of all available extension periods. The procurement also includes provision for Optional Services of up to 50% of the Core Services value, which may be commissioned at the GLA's discretion, subject to future requirements and funding availability. The maximum potential aggregate value of the procurement across all five Lots, including Core and Optional Services, is approximately £27.9 million excluding VAT. Please note this is the estimated maximum value. Actual expenditure under the contract may be lower than the estimated value stated in this notice. There is no restriction on the number of Lots a Bidder may bid for. However, Bidders will be awarded a maximum of (2) two contracts for which they scored highest from a combined technical and commercial perspective Most advantageous Tender(MAT), provided the total value of all the awarded contracts does not exceed 150% of their annual turnover. In the case that one bidder scores highest on more than two Lot(s), or fails to satisfy the Authorities financial standing requirement, the Authority will seek to award that bidder the contract for the Lot(s) where their overall score wins by the greatest margin over the second highest bidder's overall score for that Lot and where all other conditions to award are met, the highest ranked bidder will be award those Contract only. The remaining Lot(s)/Contract will be awarded to the second highest overall scoring bidder for that Lot and where all other condition to award are met. This is referred to as the marginal benefit approach. Full details of the lot allocation methodology, service requirements, deliverables, performance measures, and reporting obligations are contained within the Invitation to Tender and Specification.
