What the buyer is asking for
Folkestone and Hythe District Council (FHDC) wishes to select and appoint a suitable supplier for a windows & doors replacements programme for its social housing stock and invites organisations to submit a tender to meet FHDC's requirements. The specific requirements for the contract are detailed in the tender documents. This tender will be conducted using a one-stage 'open' procedure. The contract is anticipated to start 1 April 2027 and continue for a period of 2 years (with the option to extend for a further period (or periods) of up to 12 months). Regarding the contract value: the estimated value for the initial contract term is £1,560,000 excl. VAT based on FHDC's current budgets. However the maximum estimated value for the initial period is £2,700,000 excl. VAT dependent on the approval additional funding. The total sum of £4,050,000 excl. VAT includes the additional funding and a 12-month extension to the contract term.

(a) Please provide details of similar replacement window and door contracts on social housing portfolios that you have undertaken within the public sector; and describe how you successfully completed the programme within timeframe. Provide details of procedures implemented by your organisation to ensure and maintain: • customer satisfaction; • quality of work, resolving quality issues and identifying efficiencies or improvements in working practices/materials; and • health & safety compliance. (b) Please also describe any value‑added initiatives, innovations, or enhanced service offerings your organisation can provide to improve programme delivery, reduce whole‑life costs, or enhance resident experience. This should include: • specific examples from previous contracts; • measurable outcomes achieved; and • how these approaches could be applied to FHDC's programme
- 15%qualityResources & MobilisationFor delivery of the contract your response should include: Mobilisation: • Procedures that would be put in place to ensure that the programme will be able to commence on contract start date; • Proposed programme of works, which would ensure that works are delivered on time and on schedule; • An outline of anticipated risks of delay to the programme and how the risks would be mitigated. Materials: • How your company will resource and maintain the necessary materials/equipment for the project; • How will your company manage the increasing cost of materials when the SORs are fixed costs. Provide detailed information of your organisation's supply chain specific to this contract for the procurement and installation of replacement windows and doors.
- 10%qualityCommunicationPlease outline how you will ensure that your company's communication processes are effectively tailored and maintained during the duration of the contract, your response should focus on the following: • Detail your procedure for communicating with residents throughout the process of replacing windows and doors from your initial introduction to arranging a site survey and installing new units. • How would you effectively communicate with vulnerable residents, from start to completion of works; • Provide an example of where communication with a resident resolved an issue (such as no access) or complaint; • Outline your complaints procedures.
- 5%qualityCarbon ReductionFHDC is committed to achieving carbon neutrality by 2030 as shown at www.folkestone-hythe.gov.uk/climate-change/climate-change-council. As our contractor /supplier, we expect your support helping us to achieve this target and you can do so by reducing Scope 1 (from vehicles and facilities) and Scope 2 emissions (from purchased electricity and heat) within organisations' control. Please state how your organisation will support FHDC's climate pledge during the term of this contract by detailing below specific practical, achievable and measurable action(s) to reduce carbon emissions and quantify the impacts in metric tonnes within your organisation. This should include your action monitoring approach and reporting method. If your organisation is appointed, you will be required to report on the delivery of any commitments and they will be included in performance reviews.

The Corporate Plan can be viewed at www.folkestone-hythe.gov.uk/policies-plans-documents/corporate-plan. Explain how you will support and further the Customer's ambitions through the delivery of the contract that will directly benefit our housing tenants and leaseholders. For example, your offer might include: • A staffing resource commitment, how many hours will be provided annually (eg annual staff volunteering tidying communal gardens and small repair works); • An equipment/materials commitment (eg painting benches, fencing, bollards etc /commitment to support local community groups needs); • An offer of Training and Apprenticeship Opportunities (please be specific). Your answer should include how you will identify social value opportunities and how you will monitor these commitments in a measurable way. If your organisation is appointed, you will be required to report on the delivery of these commitments and they will be included in performance reviews.
