What the buyer is asking for

The Police and Crime Commissioner (PCC) for Warwickshire invites tenders for the provision of Victim Support Services across Warwickshire. The PCC seeks to commission experienced providers to deliver high-quality, accessible and specialist support services for victims and survivors of crime including family members and friends where appropriate, enabling individuals to cope with and recover from the impact of crime, access appropriate support and exercise their rights under the Victims' Code. Services will contribute to the PCC's wider priorities of supporting victims and survivors, protecting vulnerable people, improving access to justice, reducing violence against women and girls, reducing inequalities in access to support and improving wellbeing and recovery outcomes. The requirement is divided into four lots: • Lot 1 – Multi Crime Victim Service • Lot 2 – Sexual Violence Support Service • Lot 3 – Child Exploitation Support Service • Lot 4 – Slavery and Exploitation Support Service Bidders may tender for a single lot or multiple lots. Across the four lots, the PCC is seeking services that provide appropriate specialist support according to the needs and circumstances of victims and survivors. Services will be expected to provide equitable access to support across Warwickshire, manage demand, capacity and risk effectively, and work collaboratively with relevant statutory, criminal justice, health, safeguarding and voluntary and community sector partners. The successful provider(s) will be expected to have relevant experience and expertise appropriate to the lot(s) for which they tender and to provide suitably skilled, trained and resilient workforces. Providers will be required to maintain robust safeguarding arrangements and deliver inclusive services capable of responding appropriately to vulnerability and the differing needs of individuals accessing support. The contracts will be awarded for an initial period of three (3) years, commencing 1 April 2027, with an option to extend for up to a further two (2) years, subject to funding availability. Funding is allocated separately to each lot and is subject to the applicable funding terms and conditions. Suppliers should note that some funding streams are confirmed for limited periods only and funding levels may change during the contract period. Any underspent funding must be returned to the Authority and/or relevant funding body in accordance with the applicable funding conditions. This procurement is being conducted using a competitive flexible procedure for the award of above-threshold Light Touch Contracts under the Procurement Act 2023. Preliminary market engagement has been carried out in relation to this procurement. Where there is any conflict between the preliminary market engagement materials and the tender documents, the tender documents shall prevail. The Authority reserves the right to amend the procurement timetable or process where permitted by law, make a future direct award where permitted, manage conflicts of interest in accordance with applicable requirements and its governance procedures, and not to award a contract as a result of this procurement exercise. The Authority reserves the right to award a contract directly under Schedule 5, paragraph 8 of the Procurement Act 2023 if the competitive procedure does not result in an acceptable tender.

• qualityConditions of Participation and AssuranceConditions of Participation will be assessed on a pass / fail basis as per the Procurement Specific Questionnaire and will consider the Supplier’s legal and financial capacity and technical ability. This stage will also include an assessment of information provided in the Supplier Assurance Questionnaire on a Pass/Fail basis. The Evaluation Panel will assess the supplier information provided via the Central Digital Platform for completeness and compliance with what is required under the Act and Regulations. This will include a review of Basic Supplier Information, Exclusion Grounds, some Economic and Financial Standing information (e.g. as set out in the supplier’s most recent financial accounts), and details of connected persons and beneficial ownership.

The Authority will use the submitted Financial Model and supporting statement to assess the credibility, sustainability, efficiency and deliverability of responses to the technical questions. In particular, the Authority may consider: • Value for money; • the alignment between the proposed service delivery model and the allocation of resources; • the balance between frontline delivery, management, Governance, Quality & Compliance, workforce structure, mobilisation and other support functions; • the sustainability and resilience of the proposed operating model throughout the Contract Term; and • whether the proposed allocation of resources/finances supports the achievement of the required outcomes and performance standards. Financial model will form part of the technical responses using the Scoring Methodology as outlined in the Tender documents.

Its purpose is to confirm that the proposals being made are deliverable. It will be used to clarify, validate and provide assurance regarding the bidder's submitted tender and to support evaluators in their assessment of the tender against the published award criteria. Suppliers must NOT introduce new proposals, commitments, resources, methodologies or other material information that was not included within their written tender submission. The Authority reserves the right to amend evaluation scores where the presentation provides clarification of information already contained within the tender and where that clarification reasonably affects the evaluators' assessment against the published award criteria. Any score adjustment will be fully documented and will be based solely on the published award criteria and information contained within the tender submission.

• Lot 1 Multi Crime Victim Service£2.0m

  The Police and Crime Commissioner (PCC) for Warwickshire is seeking to appoint a suitably experienced Provider to deliver a county-wide General Multi-Crime Victim Support Service. This Service shall provide a free, effective, trauma-informed and person-centred response for victims and survivors of crime. The Service will act as the principal gateway into victim support services within Warwickshire and provide high-quality support designed to help victims cope with, and recover from, the impact of crime and the harm they have experienced. The Service shall provide: • Initial advice and support; • Triage assessment and identification of need; • Practical and emotional support; • Information, guidance and advocacy; • Support with the completion of Victim Personal Statements; • Liaison with Witness Care services; • Signposting and referral into Restorative Justice processes where appropriate

• Lot 2 Sexual Violence Support Service£2.2m

  The Police and Crime Commissioner (PCC) for Warwickshire is seeking to appoint a suitably experienced Provider or consortium to directly provide practical, emotional and therapeutic support and advocacy for victims and survivors of sexual violence or sexual abuse, using a trauma-informed approach in order to help them cope and recover. The Service will principally support children and young people aged 5 to 17 years and adults aged 18 years and over, with additional transition support provided to those aged 18 to 25 years where this is necessary and beneficial, subject to their consent. The Service will also be flexible to provide support, where needed, to wider family members, partners and other key people in the life of a victim or survivor. • Lot 3 Child Exploitation Support Service£1.2m

  The Police and Crime Commissioner (PCC) for Warwickshire (the Commissioner) is seeking to appoint a suitably experienced provider or consortium to directly support children and young people who are vulnerable to exploitation. The service aims to reduce risk, strengthen protective factors, improve resilience, and prevent escalation into child criminal exploitation (CCE), child sexual exploitation (CSE), county lines involvement, trafficking, online exploitation, and other forms of extra-familial harm. The service will adopt a trauma-informed, child-centred, and strengths-based approach, working collaboratively with children, families, schools, communities, and partner agencies. Lot 3 Year 1 funding is from multiple streams that may not be available in full or in part for the contract duration, the documents in the tender pack provide more detail.

• Lot 4 Slavery and Exploitation Support Service£306k

  The Police and Crime Commissioner for Warwickshire seeks to re-commission a Modern Slavery Victim Advocacy and Support Service delivering a trauma-informed, victim and survivor centred response to adults experiencing, or at risk of, modern slavery, human trafficking and exploitation. The service will provide independent advocacy, practical support, emotional support, tactical advice, awareness raising and partnership engagement whilst contributing to the county's wider response to exploitation. The commissioned provider will take a 4P approach to service delivery with activities sitting under the pillars of Protect, Prepare, Pursue and Prevent.
