Norwich City Council, on behalf of all Norfolk Planning Authorities jointly invites expressions of interest from suitably qualified consultants to produce an Employment Study to support emerging Local Plan preparation in Norfolk in accordance with the new version of the NPPF published Aug 2026. The appointed consultant will provide, for the County of Norfolk: 1) A Functional Economic Market Area Assessment. 2) Employment Land Demand Assessment including: a) Evidence of Business Needs / Commercial Property Market Assessment. b) Assessment of Market Signals to Forecast Future Need. c) Employment Land Forecasting. d) Locational Requirements for Specialist or New Sectors. 3) Employment Land Supply Assessment. 4) Balancing Employment Land Demand and Supply Assessment. 5) Assessment of demand and supply for strategic logistics facilities, AI and data centres.
