New Allotment Site - Tuttles Lane West, Wymondham - Site Infrastructure Works

What the buyer is asking for

Wymondham Town Council is inviting competitive tenders for site infrastructure works associated with the proposed new allotment site at Land North of Tuttles Lane West, Wymondham, Norfolk, under planning application 2026/2374. The works comprise: Package A: site entrance from Tuttles Lane West, access road, passing places, formation, sub-base, surfacing, drainage, reinstatement and shared car park, including accessible parking spaces and associated hedge works; Package B: approximately 2m high deer-proof perimeter fencing and gates; Package C: common access areas, mown grass paths, minor groundworks, waste removal and final reinstatement; and Package D: optional landscaping and biodiversity works, including native hedging, grassland/meadow and ecological features. Tenderers are invited to price each package individually, the total of the individual packages and the whole project. The Council reserves the right to award the works as a single contract or as separate packages, subject to value for money and the Council's procurement requirements. The planning application remains under consideration at the date of this tender. The tender is being undertaken to obtain competitive prices and establish the anticipated cost of the works. Any contract award and commencement of works will be subject to the necessary planning permission and other statutory, regulatory and third-party approvals. The Council reserves the right to require reasonable amendments to the scope following the planning decision, defer award or commencement, or decide not to proceed with any part of the works. The works exclude individual allotment plot preparation and cultivation, plot fencing and divisions, individual plot sheds or greenhouses, borehole and pump installation, water tanks and distribution infrastructure, and communal buildings, storage and associated fit-out.

• 80%priceTender PriceThe submitted tender price will be assessed for the relevant package(s) for which the tenderer is bidding. Tenderers are required to provide prices for each package, the total of the individual packages and the whole-project price, as set out in the Invitation to Tender. The assessment will take account of the completeness and clarity of the submitted pricing, including any assumptions, exclusions, qualifications or provisional sums identified by the tenderer.
• 10%qualityMethodology and QualityAssessment will consider the tenderer's proposed approach and methodology for delivering the works, including understanding of the site and requirements, proposed resources, management of health and safety, coordination with the Council, consultants, Highway Authority and other contractors, management of site constraints, and arrangements for quality control, testing, certification and handover.
• 10%qualityProgramme and DeliveryAssessment will consider the tenderer's proposed start date, programme for the relevant package(s), overall duration, sequencing of the works and ability to deliver the works within a reasonable and achievable programme, taking account of the planning status and other required approvals.

What you must already have

• Tenderers must demonstrate that they have the experience, resources, competence and capacity to undertake the proposed works safely and in accordance with the tender requirements. Tenderers should provide details of relevant experience of undertaking comparable civil engineering, access road, car park, fencing, groundworks and/or landscaping works, as applicable to the package(s) for which they are tendering. Tenderers must have appropriate insurance cover and must comply with all applicable health and safety, CDM, environmental and statutory requirements. Tenderers must be able to provide the necessary plant, labour, supervision and resources to deliver the works within the proposed programme and coordinate with the Council, its consultants, the Highway Authority and other contractors where required. Tenderers must identify any assumptions, exclusions, qualifications or provisional sums included within their tender submission. The Council may seek clarification or evidence from tenderers where reasonably necessary to assess their ability to deliver the proposed works.
