Tender Opportunity: Local Electric Vehicle Infrastructure (LEVI) Concession Contract – Cornwall Council Cornwall Council invites bids for a 15-year concession contract (with an optional 1-year extension) to design, install, operate, and maintain a high-quality on-street electric vehicle charging network across Cornwall. This ambitious project is supported by up to £3,109,000 of Local Electric Vehicle Infrastructure (LEVI) funding and aims to deliver at least 2,000 publicly accessible charge points by December 2029. The Local Electric Vehicle Infrastructure (LEVI) funding is capped at a maximum of £3,109,000 any submission exceeding this figure will be deemed non-complaint and excluded from further evaluation. See tender documents for further details. All proposed charge points must be above-ground installations that comply with current UK safety, accessibility, and maintenance standards. Cornwall Council declared a climate emergency in 2019 and is committed to achieving carbon neutrality by 2030. Expanding EV infrastructure is central to this goal. Our Electric Vehicle Infrastructure (EVI) Strategy sets out a vision for a comprehensive, accessible, and reliable charging network that removes barriers to EV adoption for residents and visitors alike. Cornwall is the third largest unitary authority by population and a major tourist destination, with over 4 million overnight visits annually. Nearly two-thirds of residents live in rural or dispersed communities, making on-street and near-home charging essential. There is a compulsory financial contribution of £60,000 from 1 April 2028, which the Service Provider agrees to pay the Authority annually for the duration of the contract. This financial contribution will be index-linked for annual increase from the anniversary of the first payment to increases in the Retail Price Index (RPI), regardless of income generated. What you must already have

Conditions of participation. These are pass or fail, so check them before writing anything.

  Suppliers must demonstrate sufficient economic and financial standing to perform the contract. This will be assessed through financial information, including turnover, liquidity, gearing and profitability, based on the supplier’s last two years’ accounts, no more than 18 months old. Suppliers must pass at least three of the four financial tests and achieve a minimum score of 70 in order to meet the conditions of participation. Suppliers may rely on other entities (e.g. group companies or guarantors) to meet these requirements, subject to provision of appropriate evidence and guarantees. Confirmation of, or commitment to obtain, the following minimum insurance levels: Employer’s Liability: £10,000,000 Public Liability: £10,000,000 Product Liability: £10,000,000 Professional Indemnity Insurance: £2,000,000 Full details are set out in the procurement documents.   Suppliers must demonstrate sufficient technical and professional ability by providing up to three contract examples from the last three years evidencing delivery of similar services, including at least one example or a clear explanation where this is not possible, together with verifiable customer references. Suppliers must also be able to evidence one of the following: - You have within the last twelve months successfully completed a prequalification application undertaken by an assessment provider able to demonstrate that its information gathering process conforms to CAS (Common Assessment Standard). - You have within the last twelve months, successfully met the assessment requirements of a scheme in registered membership of the Safety Schemes in Procurement (SSIP) forum. - You hold a UKAS or equivalent, accredited independent third-party certificate of compliance, such as ISO 45001. Where subcontracting is proposed, suppliers must also demonstrate effective supply chain management, including performance monitoring and prompt payment practices. These requirements will be assessed on a pass/fail basis as conditions of participation. Full details of all requirements are set out in the procurement documents.
