• LeO requires a complete, operational budgeting, forecasting and reporting solution. Suppliers must clearly set out the proposed ownership, licensing and hosting arrangements, identify any supplier-owned or third-party components required to operate the solution, and define the responsibilities of LeO, the supplier and any hosting provider for administration, security, backup, recovery and support. LeO must retain full ownership and control of the final solution. On completion, the supplier must provide all relevant product and licence keys, administrative credentials and complete source code for bespoke development, enabling LeO or its appointed third party to operate, maintain, support and further develop the solution without unnecessary reliance on the supplier.
