Framework for the Provision of Trailblazer Programme Support Services and Activities
What the buyer is asking for
Swansea Council is establishing a Framework Agreement to commission suitable providers to deliver accessible, community-based activities and support as part of Swansea Council’s Trailblazer programme. Funding for this commission has been secured through the Welsh Government’s Trailblazer fund. The services will support economically inactive residents across Swansea to improve health, wellbeing, confidence, resilience, social connection and readiness to move closer to employment, training, volunteering or wider community participation. The programme will align with CFW+ and strengthen links with statutory, third sector, health, community and employer-based services to ensure participants can access appropriate local support and opportunities. The Framework is comprised of Four (4) Lots:- Lot 1: Physical and Emotional Health Lot 2: Education, Employability and Skill Building Lot 3: Creative and Cultural Provision Lot 4: Other Beneficial Provision

- Physical and Emotional Health£40k
This lot includes services that promote wellbeing through approaches such as confidence and resilience building, counselling, emotional health support, physical activity, environmental activities and other appropriate interventions.
- Education, Employability and Skill Building£40k
This lot includes services that improve informal and formal learning, employability, skills development, volunteering opportunities and progression towards employment-related activity.
- Creative and Cultural Provision £40k
This lot includes arts, culture and creative activities that increase confidence, skills, engagement, social connection and community participation.
- Other Beneficial Provision £40k
This lot includes other relevant provision that supports economically inactive residents and addresses identified barriers or gaps not fully covered by other areas.
