Folkestone and Hythe District Council (FHDC) wishes to select and appoint a suitable supplier for capital works to the external envelope of properties (such as repointing, re-rendering, structural remedies and associated works) and invites organisations to submit a tender to meet FHDC's requirements. The specific requirements for the contract are detailed in the tender documents The contract is anticipated to start 1 April 2027 and continue for a period of 2 years (with the option to extend for a further period (or periods) of up to 12 months). Estimated value for the initial contract term is £875,000 excl. VAT. Total estimated value including extension period is £1,325,000 excl. VAT.

Include specific examples from previous contracts, measurable outcomes achieved, and how these approaches could be applied to FHDC's programme

Your response should include: Mobilisation: • Procedures that would be put in place to ensure that the programme will be able to commence on contract start date; • Proposed programme of works, which would ensure that works are delivered on time and on schedule; • An outline of anticipated risks of delay to the programme and how the risks would be mitigated. Materials: • How your company will resource and maintain the necessary materials/equipment for the project; • How will your company manage the increasing cost of materials when the SORs are fixed costs. • Details of your supply chain specific to this contract for the procurement of Materials.
- 15%qualityCOMMUNICATIONPlease outline how you will ensure your company's communication processes are effective and maintained during the duration of the contract. Your answer should include: • your procedure for communicating with residents throughout the process of carrying out works to the external fabric of the building; • Communication methods to private neighbouring residents, especially where works may impact private homes (e.g. scaffolding, noise, dust, access; • How would you effectively communicate with vulnerable residents, from start to completion of works; • an example of where communication with a resident resolved an issue (such as no access) or a complaint; and • an outline of your complaints procedures.

Your answer should include • an example where you implemented changes in your working practices to reflect revised or new regulations; and • an outline of your company Health and Safety policy.

Explain how you will mitigate or eliminate the carbon impact of activities carried out under this contract. This can include action your organisation is already taking or plans to implement during the initial period of the contract. Your answer should include how you will monitor these commitments in a measurable way. If your organisation is appointed, you will be required to report on the delivery of these commitments and they will be included in performance reviews.

For example, your offer might include: • staffing resource commitment (e.g. annual staff volunteering); • equipment/materials commitment (e.g. painting benches, fencing, etc or commitment to support local community group's needs); and/or • Training and Apprenticeship opportunities. This can include action your organisation is already taking or plans to implement during the initial period of the contract. Your answer should include how you will monitor these commitments in a measurable way. If your organisation is appointed, you will be required to report on the delivery of these commitments and they will be included in performance reviews.
