What the buyer is asking for
Liverpool City Region Combined Authority (LCRCA)/Merseytravel (the Authority) is seeking to establish a closed, multi-supplier Electrical Works Framework Agreement to support the delivery of electrical works across its estate. The procurement has been split into two lots: Lot 1: Minor Electrical Works Lot 2: Major Electrical Works Contract Duration: 48 months. A two-stage Competitive Flexible Procurement will be undertaken as follows, per lot: Stage 1: Procurement Specific Questionnaire (PSQ) Stage 2: Invitation to Tender (ITT) Lot 1: One supplier will be awarded. Lot 2: Five suppliers will be awarded. Stage 1 Instructions - For Lot 1, the five compliant, highest-scoring suppliers in Stage 1 will be invited to Stage 2 (ITT Stage). - For Lot 2, the ten compliant, highest-scoring suppliers in Stage 1 will be invited to Stage 2 (ITT Stage). - The Authority will use this stage to confirm basic details and that neither a supplier, nor any related persons within its corporate group, associated persons relied on to meet the conditions of participation, or proposed sub-contractors are listed on the Debarment list (held by Cabinet Office). Where any such entities are listed on the debarment list, the Authority will consider whether to exclude the supplier from participating in the Procurement in accordance with its obligations under the Act. - The Authority will also undertake a review of the completed PSQ with reference to any information held on the Central Digital Platform. Responses to any conditions of participation will be assessed in accordance with the selection process and any selection criteria as set out in the Tender Notice, PSQ and tender documents. Stage 1 Criteria - Lot 1 Financial Capacity - Pass/Fail Operational Capacity - 40% LV Maintenance Programme - 60% Relevant Experience - Pass/Fail Ultimo License - Pass/Fail Subcontractor Management - Pass/Fail (pass aligned with a score of 6 as per scoring criteria) Stage 1 Criteria - Lot 2 Financial Capacity - Pass/Fail Operational Capacity - 40% Relevant Experience - Part A - 60% Relevant Experience - Part B - Pass/Fail Ultimo License - Pass/Fail Subcontractor Management - (pass aligned with a score of 6 as per scoring criteria) Stage 2 Criteria - Lot 1 Performance Management - 15% Scenario: High Voltage Transformer Failure - 20% Compliance, Audit and Record Keeping - 15% Health & Safety - 10% Social Value - 10% Price - 30% Stage 2 Criteria - Lot 2 Major Works Definition, Design Coordination and Pre-Construction Assurance - 15% Scenario: Planned LV Switchgear Replacement within a Live Operational Asset - 15% Health & Safety - 15% Call-Off Cost Certainty, Change Control and Value for Money - 15% Social Value - 10% Price - 30% In accordance with Section 24 of the Procurement Act 2023, the Authority reserves the right to refine the award criteria before inviting final tenders. Subject to budget, the party to framework call offs may be either LCRCA or Merseytravel. Preliminary Market Engagement was not undertaken as this was not deemed necessary for the nature of the requirements.

Call Offs with an estimated contract value up to £50,000 will be awarded via Lot 1. The Lot used to award Call Offs with an estimated contract value between £50,001 - £250,000 will be guided by Appendix H - Lot Appraisal Matrix.
- Major Electrical Works£30m
Works valued at over £250,000 will be ran via Further Competition in Lot 2. Works valued between £50,001 - £250,000 will be called off via Lot 1 or Lot 2 based upon an assessment of the individual requirement.
