Domestic Build Works (Disability Adaptations)
What the buyer is asking for
Cheshire East Council intends to procure a framework to fulfil its Domestic Build Works requirements for disability adaptations. This will assist Cheshire East Council in the completion of works in order to support vulnerable residents to help them to live safely and independently. It is envisaged that our requirements will be split into four lots: • Lot 1 Building Alterations (South Cheshire, covering Crewe, Nantwich, Alsager, Sandbach, Middlewich, Audlem and surrounding villages and hamlets) • Lot 2 Building Alterations (East Cheshire, covering Congleton, Macclesfield, Holmes Chapel, Knutsford, Wilmslow, Poynton, Disley and surround villages and hamlets) • Lot 3 External Works (South Cheshire, covering Crewe, Nantwich, Alsager, Sandbach, Middlewich, Audlem and surrounding villages and hamlets) • Lot 4 External Works (East Cheshire, covering Congleton, Macclesfield, Holmes Chapel, Knutsford, Wilmslow, Poynton, Disley and surround villages and hamlets) Works that are required as part of this framework include the full range of domestic building works, including, but not limited to: Building Alterations • Site Preparation; • Foundations; • External Walls and Insulation; • Roofs and Insulation; • Doors and Windows; • Floors and Insulation; • Internal walls and ceilings; • Electrics; • Plumbing and Drainage; • Heating; • Kitchens; • Bathrooms. External Works • Ground Works; • Fencing; • External handrails; • External Doors.

What you must already have
Conditions of participation. These are pass or fail, so check them before writing anything.
In this tendering procedure, the Authority intends to award to the top 3 highest scoring Suppliers for each Lot. In the event that two (2) or more Suppliers achieve the same score (i.e. they are tied), the submission which scores the highest for Q3 will be ranked highest. If this is not a determining factor, then the submission which scores the highest on question Q1 will be ranked highest, and so on through questions Q2 and Q4. In the event that a tie remains after comparison of overall and question-level scores, the Authority will determine the ranking of the tied tenders by reference to Question 3 (Customer Service) only, applying the following approach: The Authority will undertake a structured comparison of the responses to Question 3 submitted by the tied Suppliers, using only the existing evaluation framework and scoring descriptors already published for that question and without introducing any new criteria, weightings, or requirements for further information. The purpose of this comparison is solely to determine whether one response demonstrably better meets the published descriptors for Question 3 as a whole when assessed against the other tied response(s). No re-scoring of other questions will be undertaken, and no scores will be adjusted following this comparison. This comparative assessment forms part of the award methodology and applies equally to all suppliers. Where a ranking cannot be determined following this process then the Applicants will remain tied and all tied Applicants will be admitted to the framework. Where this is the case, the relevant Lot may exceed the maximum of three admitted suppliers. If fewer than 3 Suppliers have responded to this tendering procedure, or if fewer than 3 Suppliers have qualified based on the information in Parts 1, 2 and 3, the Authority reserves the right to proceed with a smaller list provided it is confident that sufficient competition exists to give the prospect of a value for money outcome.
