BAF26028 – DLO SUPPORT FRAMEWORK

What the buyer is asking for

Bron Afon Community Housing intends to establish an open framework scheme for the provision of additional contractor capacity and specialist support to its Direct Labour Organisation (DLO). The framework will support Bron Afon's in-house DLO function and is not intended to replace or fully outsource that function. The procurement is divided into nine Lots covering General Repairs; Gas, Heating & Plumbing Repairs including Out of Hours; Heating Installations; Roofing Repairs; Highway Works; Doors & Windows (Glazing); Drainage & Groundworks; External Garden Works; and Whole House Refurbishment. The open framework scheme will operate for a maximum period of 8 years and will be reopened through the award of successive frameworks on substantially the same terms in accordance with section 49 of the Procurement Act 2023. Appointment to the framework does not guarantee any minimum volume or value of work.

  Legal and financial capacity conditions of participation: Tenderers must satisfy the legal, economic and financial standing requirements set out in the procurement documents and complete the relevant foundation questions on a pass/fail basis. Evidence may be requested from successful tenderers before contract award. Reliance on other entities, consortium arrangements and subcontracting are permitted, subject to the requirements of the procurement documents.

  Tenderers must demonstrate the technical and professional ability, experience, resources, competence and appropriate qualifications necessary to deliver gas, heating and plumbing repair and maintenance works, including out-of-hours services. Equivalent qualifications, accreditations and standards will be accepted where they demonstrate an equivalent level of competence and assurance.
