What the buyer is asking for

To provide services for young people, who are care leavers, using supported accommodation in provider accommodation. Luton Borough Council wish to commission Ofsted registered Supported Accommodation Services for young people aged 16 & 17 and non-registered services for 18-25 years (it is not a requirement for Ofsted registration for the 18-25 years). Supported accommodation is intended to provide high quality accommodation with support to enable young people to live semi independently, develop skills and prepare for adult life while keeping them in a safe, homely and nurturing environment. This new ‘Light Touch Open Framework’ will incorporate the new requirements for Ofsted registration (16 & 17 years only) and new quality standards, termination clause and the Inspection Framework that was introduced in 2023/2024. There will be 3 lots for 16 & 17 years, and 2 lots for 18+ care leavers across a variety of accommodation and support. Previous Providers of this service need to apply to be part of the new Open Framework.

• pricePrice EvaluationPricing will be evaluated per Lot with bidders submitting a weekly rate for accommodation (core services) and an hourly rate for additional support. Only the weekly rate will be used for evaluation purposes. If the bidders weekly rate is more than 20% above the average of the weekly rate. (That average will be calculated taking into account the weekly rate of the bidder and all other bidders in the relevant intake and (except in relation to the first intake) the weekly rate of all existing Member Providers, they will be excluded.

  See tender documents. Financial due diligence will be pass / fail on an assessment of the economic and financial standing of the bidder utilising last 2 years accounts. The immediate or ultimate parent company may also be submitted for assessment. The framework documents will clearly state how the financial due diligence will be undertaken.

  See tender documents. Must be OFSTED registered for Lot 1. Properties must be already operational and ideally 30 miles from LU1 2BQ a maximum 35 miles from LU1 2BQ will be accepted.

  Supported accommodation in a self-contained unit, where the accommodation is for the sole use of the young person or for the young person and other individuals living with the young person as agreed by the accommodating authority or the supported accommodation undertaking. (Regulation 2(1), paragraph (a)). The accommodation is designed for the sole use of the young person placed there, or for the young person and others that may live there as part of their family unit, for example, their partner, sibling and children. Includes bedsits under a licence agreement and self-contained flats, which may be at the same location, or within the same building. HMO, 1 bedroom flats, bedsits

• 2A£10m

  Supported accommodation in a shared or group living situation in premises used to accommodate only looked after children and care leavers. (Regulation 2(1), para (b)). Shared accommodation/HMO. Young people have their own bedroom, and may have their own bathroom, and share communal areas (e.g. living room/s, kitchen). Provision may include foyer-type accommodation that combines support with opportunities for education, training and employment. Hostel, HMO, 3 or 4 bedroom houses

• 3A£10m

  Supported accommodation in a shared or group living situation in premises which are not limited to accommodating looked after children and care leavers. (Regulation 1(2), paragraph (c)). See description for Lot 2 above, plus: In addition to being registered to support looked after children and care leavers aged 16 and 17, this provision may also provide accommodation for people are not looked after children or care leavers. Hostel, HMO, 3 or 4 bedroom houses

• 1B£10m

  Supported accommodation in a self-contained unit, where the accommodation is for the sole use of the young person or for the young person and other individuals living with the young person as agreed by the accommodating authority or the supported accommodation undertaking. (Regulation 2(1), paragraph (a)).
