What the buyer is asking for

Apex Housing Association invites tenders from suitably experienced service providers for the delivery of cleaning and associated services across Northern Ireland. The contract includes scheduled cleaning services at the housing schemes and offices identified in the tender documents, kitchen canopy and ductwork cleaning, waste management, bin collection, and ad hoc and specialist cleaning services. Ad hoc services may be required at Apex properties throughout Northern Ireland. The successful supplier will be required to deliver the services in accordance with the Invitation to Tender, Document 2 Scope, and the other contract documents. The contract will be for an initial period of 24 months, with options for Apex to extend it for two further periods of 12 months. The maximum contract period is 48 months. The estimated annual value is approximately GBP 250,000 excluding VAT. The estimated total value is GBP 1,000,000 excluding VAT if both optional extension periods are used. These values are estimates only and Apex does not guarantee any minimum level of expenditure or work.

• 60%priceOffered Total of PricesPrice will be assessed using the Tender Evaluation Sum calculated in Document 6 Price Response. The Tender Evaluation Sum is the total price for the initial two year Contract Period and comprises the prices brought forward from Price List Part 1.1 and Price List Part 2 Ad Hoc. The tender with the lowest Tender Evaluation Sum will receive the maximum available price score. All other tenders will receive a proportionate score calculated by dividing the lowest Tender Evaluation Sum by the Suppliers Tender Evaluation Sum and multiplying the result by the available price weighting. The quantities and volumes included for ad hoc services are for evaluation purposes only and do not represent any guaranteed level of work or expenditure.
• 30%qualityQualityQuality will be assessed through the Suppliers responses to Questions 1 to 4 of the Quality Submission. Each question or sub question will be scored using the evaluation methodology set out in the Invitation to Tender and converted into the applicable weighted score. Suppliers must achieve the stated minimum score for each question and sub question.
• 10%qualitySocial ValueSocial Value will be assessed through the Suppliers completed Social Value Delivery Plan and response to Question 5 of the Quality Submission. The response will be scored using the evaluation methodology set out in the Invitation to Tender and converted into the applicable weighted score. The successful Suppliers Social Value commitments will be incorporated into the Contract and monitored throughout the Contract Period.
